Profile
Doctor of Business Administration, a Fellow of RICS, and a Senior Chartered Valuation Surveyor with over 30 years of property valuation, real estate management, and consultancy experience. My professional career spans eight years with the Sri Lankan Department of Valuation, and I am currently the Managing Director of Prathap Chartered Valuation & Consultancy (Pvt) Ltd. I have worked on several notable projects in addition to my valuation and real estate expertise. For example, from 2010 to 2014, I was the National Project Director for the Post-Tsunami Coastal Rehabilitation Project funded by the International Fund for Agricultural Development (IFAD), carried out by the Ministry of Fisheries.
I’ve also represented Sri Lanka in a number of international forums, including as the National Leader for the Ship for World Youth – 2001 (Nippon Maru) conducted by the Japanese government and as a delegate to the United Nations Food and Agricultural Organization (FAO) Coffee Meeting in Rome in 2012. I am currently involved with the RICS Sri Lanka Executive Council, where I served as Secretary from 2018 to 2022 and am now Senior Vice Chairman.
As an APC Assessor, I conduct assessments of APC candidates for RICS membership. I regularly participate as a panellist and guest speaker at various Real Estate Valuation, Development, and Management conferences and forums. In summary, as a senior professional with extensive experience in real estate, valuation, and consultancy, I was able to make significant contributions to the industry, policymaking, and the expansion of the RICS presence in Sri Lanka, and I hope to continue to make a difference in these areas in the future as well.

Responsible for policy-making, strategic planning, corporate management, and the management of human resources and finance. Under my leadership, PCVC provides valuation services across residential, commercial, industrial, leisure, and agricultural properties for mortgage lending, IFRS-compliant asset revaluations, and private valuations. We offer consultancy for corporate companies, public authorities, and individuals both locally and internationally. Our commitment to excellence in valuation was honored with the prestigious Valuation Team Award at the RICS South Asia Awards 2023, reflecting the dedication and expertise of our team.
Ministry of Fisheries and Aquatic Resources Development
National Project Director
National Project Director for the Ministry of Fisheries and Aquatic Resources Development from November 2010 to April 2014, overseeing the Post-Tsunami Coastal Rehabilitation & Resource Management Project valued at USD 40 million. This high-impact initiative, funded by the International Fund for Agricultural Development (IFAD) and categorized under Level A in Category 3 per GOSL Management Circular 33, focused on coastal rehabilitation and sustainable resource management following the tsunami's effects on local fisheries and communities.

Served as Assistant District Valuer at the Government Department of Valuation in Sri Lanka from June 1994 to September 2002. Responsibilities included conducting property assessments, assisting in the valuation process, and providing support in preparing reports for various valuation projects.
